In line with the vision of President His Highness Sheikh Mohamed bin Zayed Al Nahyan, His Highness Sheikh Mohammed bin Rashid Al Maktoum—Vice President, Prime Minister and Ruler of Dubai—has approved renaming the Ministerial Development Council as the Ministerial Council for Artificial Intelligence and Development.
The Council will be chaired by His Highness Sheikh Mansour bin Zayed Al Nahyan, Vice President, Deputy Prime Minister and Chairman of the Presidential Court. The move underscores the UAE’s commitment to embedding artificial intelligence at the core of government operations and policymaking.
The decision is part of a new federal operating model that aims to transition 50% of government sectors, services and processes within two years to Agentic AI systems, enabling more autonomous execution and decision-making.
This shift supports efforts to build a more efficient, agile and future-ready government driven by innovation and advanced technologies, while continuing to enhance quality of life.
The restructuring aligns with a broader two-year transformation plan to integrate Agentic AI into government operations. Under this model, advanced AI will be used to strengthen decision-making, improve policy implementation and accelerate service delivery in line with global technological advancements.
The Ministerial Council for Artificial Intelligence and Development will oversee federal performance in executing government policies and national priorities. It will review policies, legislation and strategies submitted by federal entities and provide recommendations to the Cabinet to ensure alignment and faster implementation.
The Council will also oversee initiatives that expand the use of AI across federal operations, including service development, process optimisation and improving public spending efficiency.
Additionally, it will assess solutions to enhance service quality and improve user experience across key sectors such as healthcare, education, housing, infrastructure, transport, energy and telecommunications, ensuring faster, more efficient, AI-enabled services for the community.
