In a landmark move in Dubai’s digital transformation, H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE, and Chairman of The Executive Council of Dubai, announced that the emirate is entering a new era of autonomous city management powered by data and artificial intelligence (AI).

Speaking during his visit to Digital Dubai, His Highness emphasized that the initiatives, developed in partnership with government entities, represent both technological transformation and strategic investment in the future, reinforcing Dubai’s global position as a model for quality of life, safety, and innovation.

Unified Digital Government Services

H.H. Sheikh Hamdan directed all Dubai government entities to integrate services for individuals and businesses into a single digital ecosystem within one year. Key points:

  • Services will be delivered via streamlined, specialized platforms, reducing time and effort.
  • Digital Dubai will coordinate the integration to ensure seamless delivery.
  • The goal is fewer platforms, easier procedures, and more efficient, proactive government services, reinforcing Dubai’s competitiveness as a global hub for business and investment.

Strategic Digital Initiatives Reviewed

During the visit, His Highness reviewed multiple pioneering projects under Digital Dubai, supported by its affiliated entities: the Digital Dubai Government Establishment and the Dubai Data and Statistics Establishment. Key initiatives include:

  1. AI-Driven Data Integration
    • Centralized platforms for city data powered by generative AI, providing fast, seamless access.
    • Open data and analytics support decision-making, intergovernmental coordination, and proactive governance.
    • Projects aim for measurable impact, including AED 10 billion GDP growth within two years, and top 10 global ranking in Government AI Readiness.
  2. Government Resource Planning Systems (Second Generation)
    • Unified digital systems covering finance, HR, payroll, procurement, contracts, assets, and maintenance.
    • Strengthens integration, efficiency, and future readiness.
  3. Agentic AI Solutions
    • Interactive AI agents handle government service requests autonomously, powered by generative AI.
  4. Smart City IoT Ecosystem
    • Integrated sensors detect incidents like fires or smoke, alerting Civil Defense and other authorities in real time.
    • Enhances safety, emergency response, and city management efficiency.
  5. Local Digital Capabilities
    • Development of advanced internal solutions comparable to global smart city management systems.
    • Real-time data analytics support urban planning, traffic flow, service monitoring, and quality-of-life metrics.

Vision and Impact

H.H. Sheikh Hamdan highlighted the broader goals:

  • Build a human-centric digital city where technology serves, protects, and enhances happiness.
  • Establish a fully integrated, AI-driven government model, enabling 80% of policies and strategies to rely on AI-supported data.
  • Develop government leaders’ AI and analytics skills, ensuring 100% competency growth.
  • Support the Dubai Economic Agenda D33, contributing AED 100 billion annually to the economy.

Hamad Obaid Al Mansoori, Director General of Digital Dubai, noted that the projects mark a qualitative leap, integrating technology into an intelligent ecosystem that thinks and acts proactively.

Younus Al Nasser, CEO of Dubai Data and Statistics Establishment, emphasized that data is a strategic asset, enabling sustainable economic growth, efficient governance, and enhanced quality of life.

Matar Al Hemeiri, CEO of Digital Dubai Government Establishment, added that integration precedes technology, creating a single, unified government ecosystem ready for the future.
