World Bank: Saudi Arabia Sets Global Benchmark for Responsible AI Innovation in Digital Learning

The World Bank has highlighted Saudi Arabia’s use of artificial intelligence in education, noting that the AI Sandbox for Digital Learning (AISB) initiative serves as a leading national model for countries aiming to advance responsible innovation and improve digital learning outcomes.

In a study titled “AI Sandbox for Digital Learning in Saudi Arabia: Driving Socio-Economic Impact through AI Innovation in Digital Learning,” the World Bank examined the Kingdom’s approach as an integrated framework that combines practical experimentation, capacity building, governance, and ecosystem coordination within a single national platform led by the National eLearning Centre (NeLC).

The report emphasized that the initiative contributes significantly to enhancing digital education quality, developing human capabilities, and improving workforce readiness. It also enables institutions and innovators to design and test AI-powered solutions in secure, real-world learning environments, in alignment with Saudi Vision 2030 and its goals of maximizing socio-economic impact through innovation.

According to the study, the Saudi model goes beyond simple technology testing by fostering evidence-based knowledge creation, strengthening collaboration among stakeholders, and accelerating the adoption of responsible innovation. This, in turn, supports the development of a sustainable ecosystem for AI in digital learning.

The World Bank concluded that Saudi Arabia has established a strong foundation that positions the Kingdom as a regional and global reference point for responsible, evidence-driven innovation in education technology.

The AISB initiative, led by NeLC, operates within a national ecosystem in partnership with several key government entities, including the Ministry of Education, the Ministry of Human Resources and Social Development, the Ministry of Investment, the Research, Development and Innovation Authority (RDIA), the Saudi Data and Artificial Intelligence Authority (SDAIA), and the Digital Government Authority (DGA). This cross-government collaboration has aligned the initiative with national priorities in education, skills development, innovation, and digital transformation, enabling secure real-world testing of AI solutions and reinforcing Saudi Arabia’s position as a global leader in responsible digital learning innovation.
