Dubai’s Construction Sector Shows Strong Growth with Over 10,700 Building Permits Issued in Q1 2026

Dubai Municipality has reported strong performance in the building and construction sector during the first quarter of 2026, underscoring sustained development momentum across the emirate and a highly attractive investment environment that continues to position Dubai as a leading global hub for sustainable urban development.

These results highlight the Municipality’s ongoing role in advancing the goals of the Dubai Economic Agenda D33 and the Dubai 2040 Urban Master Plan, leveraging a smart and integrated ecosystem of services and regulations that improve sector efficiency and sustainability.

Growth in Building Permit Issuance

During Q1 2026, Dubai Municipality issued 10,776 building permits, marking a 12% increase compared to the same period in 2025. The rise reflects strong demand for development projects and sustained investor confidence in Dubai’s real estate market.

The growth has been facilitated by advanced digital services and process improvements designed to streamline licensing, enhance customer experience, and boost efficiency throughout the permit lifecycle.

Construction Activity and Compliance

As part of its commitment to quality and safety, the Municipality conducted 10,855 on-site structural inspections during the quarter. These inspections ensure compliance with technical and engineering standards, reinforce regulatory oversight, and support the development of a safe, sustainable urban environment aligned with international best practices.

The total volume of concrete supplied to construction sites reached 824,381 cubic metres, reflecting both the scale of ongoing projects and the efficiency of logistics and supply chain coordination within the sector.

The total permitted built-up area approached 3.9 million square metres, representing a 48% increase from 2025. This growth highlights Dubai’s ongoing urban expansion and the diversity of projects, including residential, commercial, and service-oriented developments.

Project Completion and Efficiency

A total of 3,154 building completion certificates were issued during Q1, demonstrating improved efficiency in project delivery. This underscores Dubai Municipality’s ability to accelerate the full project lifecycle, from licensing to construction and final handover, supporting timely project completion and sustained economic activity.

Leadership Perspective

Eng. Maryam Al Muhairi, CEO of the Building Regulation and Permits Agency at Dubai Municipality, said:
“These indicators reflect the scale of development across Dubai and the effectiveness of our integrated system in regulating and advancing the construction sector. The growth in permit issuance and accelerated project completions confirm the success of our efforts to create a flexible, sustainable urban environment where innovation and smart regulatory frameworks drive efficiency and high-quality outcomes.”

Future Outlook

Dubai Municipality continues to strengthen the construction ecosystem by adopting advanced technologies, enhancing regulations, preserving the city’s aesthetic identity, and embedding sustainability across all urban development stages. The authority remains committed to enabling further milestones that support Dubai’s vision of becoming the world’s best city to live and work in.
