Nearly a decade later, the Kingdom’s social transformation has emerged as one of its most significant achievements. Guided by the Vision’s “Vibrant Society” pillar, Saudi Arabia is reshaping everyday life for citizens through expanded opportunities, improved quality of life, and greater social participation.
The latest Vision 2030 Annual Report highlights the scale of this progress, showcasing advancements in workforce participation, homeownership, healthcare, cultural development, sports, and social mobility. These achievements demonstrate that Vision 2030 is not only creating a more diversified economy but also fostering a more dynamic and inclusive society.
From the beginning, empowering Saudi citizens has remained at the heart of Vision 2030. In presenting the Vision, HRH the Crown Prince emphasized that the Kingdom’s greatest asset is its ambitious young population. As a result, significant investment has been directed toward education, skills development, and workforce readiness to equip Saudis with the capabilities needed to compete globally.
From Vision to Achievement: Saudi Arabia’s Transformation in 2025
Vision 2030 has delivered substantial progress across employment, human development, and social advancement, with many targets being achieved ahead of schedule.
The labor market reflects this transformation. The number of Saudis employed in the private sector has grown to 2.6 million, compared with 1.7 million in 2020, reflecting continued efforts to localize employment, develop national talent, and strengthen private-sector opportunities. The unemployment rate has declined significantly from 12.3% in 2016 to 7.2%, supported by labor market reforms, employment initiatives, and increased support for small and medium enterprises. SMEs have become a major contributor to job creation, employing 8.88 million people and exceeding the 2025 target of 7.55 million.
Saudi women have played a central role in this transformation. Female workforce participation has reached 35%, a substantial increase from the 22.8% baseline and moving closer to the 40% target for 2030. This growth has been supported by policies that expanded childcare services, introduced flexible work options, improved transportation access, and opened new professional sectors for women. Today, women hold 43.9% of middle and senior management positions, reflecting their growing influence across the economy.
Social inclusion has also expanded, with employment among people with disabilities reaching 14.7%, surpassing the 2025 target of 13.4% through workplace accessibility programs and employer support initiatives.
Human development indicators have strengthened alongside economic progress. Saudi Arabia’s Human Development Index has risen to 0.900, exceeding the 2025 target and positioning the Kingdom among the world’s fastest-improving nations. Volunteer participation has also surged, with 1.749 million volunteers now contributing across the country — exceeding the 2030 goal five years ahead of schedule.
The private and nonprofit sectors have similarly grown. Companies implementing corporate social responsibility programs increased from 30% in 2018 to 76.83% in 2025, surpassing the target of 75%. Meanwhile, the nonprofit sector’s contribution to GDP rose from 0.2% to 1.4% in 2024, supported by reforms aimed at reaching 5% by 2030.
Creating New Opportunities Across Saudi Society
Vision 2030 has introduced broad social changes by expanding opportunities for youth, improving housing accessibility, enhancing healthcare outcomes, and encouraging healthier lifestyles.
Preparing Youth for the Future Economy
Young Saudis remain central to the Kingdom’s social development strategy. Through education reforms, vocational training, internships, entrepreneurship initiatives, and career development programs, Vision 2030 is preparing the next generation for emerging industries including technology, artificial intelligence, renewable energy, and tourism.
The results are already visible. Nearly 47.41% of technical and vocational education graduates now secure employment within six months of graduation, a significant improvement from the 13.9% baseline. Collaboration between universities and employers has also expanded, with more than 90 industry-linked programs developed through initiatives such as MicroX to ensure graduates acquire relevant skills.
New opportunities continue to emerge, including programs designed to prepare young Saudis for careers in the Kingdom’s growing media and creative industries.
Expanding Homeownership Opportunities
Housing has become another major pillar of social transformation. Through the Housing Program, Vision 2030 has improved access to financing, increased housing supply, and supported first-time buyers. As a result, homeownership among Saudi families has reached 66.24%, exceeding the 2025 target of 65% and providing greater stability and security.
Improving Health and Quality of Life
Healthcare development has progressed alongside employment and housing reforms. Average life expectancy reached 79.7 years in 2024, approaching the 2030 goal of 80 years. Healthcare coverage now extends to 97.5% of population clusters, exceeding interim targets, while the number of nurses has increased substantially.
Preventive healthcare outcomes have also improved, with infectious disease deaths declining by 50%, chronic disease deaths decreasing by 40%, and early cancer detection reaching 70%, improving treatment effectiveness.
Beyond healthcare, Vision 2030 has encouraged healthier lifestyles through expanded access to sports facilities, parks, recreational spaces, and community activities. Physical activity levels have increased, with 59.1% of adults meeting recommended weekly activity levels and youth participation in daily exercise continuing to rise.
A New Era of Sports, Culture, and Entertainment
Saudi Arabia’s social transformation has also been reflected in the growth of sports, entertainment, and cultural opportunities.
Sports have become a powerful driver of community engagement and national pride. The Saudi Pro League has attracted international talent, while global events such as the Formula 1 Saudi Arabian Grand Prix have strengthened the Kingdom’s position on the international sports stage. Hosting the FIFA World Cup 2034 will represent another milestone in this journey.
Riyadh’s hosting of the second Esports World Cup in 2025 further reinforced its position as a global gaming hub, attracting more than three million visitors and increasing ticket sales by 53%. The launch of Sports Boulevard destinations has also introduced new spaces integrating fitness, recreation, and urban life.
Grassroots sports participation has expanded significantly, with multi-sport clubs increasing to 133 across 12 sports in 2025. Women’s participation has grown as well, highlighted by the participation of 15,000 women in the Riyadh Marathon.
Preserving Heritage While Embracing Modernization
Alongside modernization, Vision 2030 continues to prioritize the preservation of Saudi Arabia’s heritage, traditions, and cultural identity. The Kingdom now has eight UNESCO World Heritage sites, meeting its 2030 target through preservation efforts and initiatives such as AlUla’s development.
Saudi Arabia’s role as the center of the Islamic world has also continued to strengthen. In 2025, 18.03 million international Umrah pilgrims visited the Kingdom, exceeding the 15 million target. The Makkah Route Initiative served 1.2 million pilgrims, while the number of developed Islamic historical and cultural sites increased significantly.
